Spring in Tokyo can be awesome if the weather is kind & your timing is right (not too early or late to see the blooms).
There's a temple right beside the platform of Keio line Takao station (connected to JR Takao station). Viewed from the platform, the contrast of the ghostly white of the massive cherry with the graveyard, temple, and hills, is awesome. Get directions to Takao.
Showa Kinen (Memorial) Park is one of the nicest places to see cherry blossoms or tulips. The entrance is right next to Nishi Tachikawa station (change from Chuo to Ome line at Tachikawa). The former American military Tachikawa base is now a massive park with lake, cycling tracks (rental cycles are available), and gardens. After the cherry blossoms come the tulips.
